D3.1.1: Joint Cross-Border Study (GR-AL comparative study)

The purpose of this research study is to assess the extent to which people with disabilities are included in civil protection and disaster risk reduction processes in the areas covered by the Interreg IPA CBC Greece-Albania Program 2014-2020.

In addition, the study aims to assess the level of awareness among the society's People with Disabilities in relation to the needs, real risks and types of exclusion faced by people with disabilities in times of natural disaster risks.

  • What are the needs of people with disabilities and the existing barriers and what should be the priorities that should be set for an integrated civil protection and management / disaster risk reduction planning.
  • Effective disaster response mechanisms in relation to persons with disabilities.
  • The conditions for the inclusion of people with disabilities in the planning, decision-making and implementation of national programs and programs.

The survey is aimed at people living with disabilities / their careers as well as the general public to express their concerns, needs and policy recommendations which will contribute to the preparation of a 'Joint Cross-Border Study' on Emergency Risk Reduction needs. The purpose of this study is to provide a critical analysis and policy recommendations which will enable:

  • Assessing the need for an integrated multi-hazard strategy for disaster prevention within the transboundary region.
  • Identifying the possible key requirements of such a strategy.
  • The identification of people with disabilities and reduced mobility living in the area both independently and in institutions as well as their real needs in relation to existing support facilities and means of rescue.
  • The identification of available relevant infrastructure which determines the potential needs to improve accessibility as well as the needs for accessible temporary accommodation.
  • The formulation of alternative policy proposals.
