Deliverable Π9 of 03.08.2020 Contract of ESAmeA with the union of companies "EUROPRAXIS μ.ΙΚΕ - EUROPEAN PROFILES Α.Ε."
This activity aimed at ensuring that the new technological systems that will be created/made available within the framework of the Project 4PLUS will be accessible, friendly and acceptable to the users for whom they are intended.
In this context, the Contractor undertook to provide accessibility and usability evaluation services and to provide feedback to their creators with information about errors identified by the evaluation and instructions for their restoration. For these needs, and the evaluation/inspection of the requested systems of the Act, the Contractor performed on a case-by-case basis expert-based assessments of accessibility and usability, laboratory tests, tests with representative users and compliance checks with international standards (e.g., WCAG 2.0 ), to record any errors and issues and make suggestions for remediation/improvements.
According to the provisions of the Contract, these systems include the following:
- The online portal "Cross-Border Information & Notification Portal" (see D4.1.3), whose implementation is the responsibility of the ESAMeA Contractor (Portal URL: www.portal.4plus-project.eu).
According to the SoBC of the Act: "LB1 will be the overall Activity Leader, aiming to develop a Cross-Border Information & Notification Portal involving (a) Section for vulnerable citizens and their careers (Information Resources, Public Data, Guides, Event reporting - extending the functionality of the mobile - see D4.5.4) (b) Section for other direct beneficiaries (GIS location of incidents, UI for responses to citizen reports, UI for postings of announcements, etc.).”
- The "Citizens Registry" application (see D4.3.1), whose implementation is the responsibility of the PED of Western Macedonia (PB3) (Registry URL: https://gisapps.eu/).
According to the SoBC of the Act: "This service is about the development and population (mainly based on the data gathered trough the joint Activity 2.5) of a new Cross-border "Citizens Registry" (a Citizens Data-Bank), consisting of separate databases that will belong to the 15 NUTS III areas of the Program (user interfaces for them to manage it, and special accounts for NGOs). This may require using census data (with appropriate reference to legal requirements for privacy) or in the absence of registration systems for people with disabilities, conducting a survey of the local area. Hence, all beneficiaries with special needs during an emergency should be identified, quantified and registered with the civil protection authorities. Also, care homes for the elderly, psychiatric hospitals and rehabilitation centers, as well as other special institutions that cater for people with severe disabilities who are unable to live in the community shall be identified. Accessible according to WCAG 2.0, AA.”
- The online registry (Registry) "Greece-Albania Cross-border Network of Civil Protection Stakeholders" (see D3.2.3), whose implementation is the responsibility of the PED of the Ionian Islands (PB2). (Registry URL: http://4plus-project-demo-gr.stackstaging.com).
According to the Act's SoBC: “PB2 will be the overall Activity Leader. This service is about (a) encouraging and coordinating the establishment of an Institutional Cross-border, Multi-sectoral, Multi-level Network of local authorities, local agencies and NGOs involved in civil protection, associations of the elderly and the disabled, etc. (based on official mandates and guidelines for network members), as a multidisciplinary force system sensitized to the specific needs of persons with disabilities; (b) developing an accessible (WCAG 2.0, AA) online platform that will act as the online CB Registry for Network Members. The system shall advocate the vision of the Network, facilitate the registration process of new members, and shall provide remote communication / networking facilities, including an area for e-consultation (to support the process of Activity 3.2. A user manual is also foreseen."
